Efektivitas Responsibility To Protect yang Diimplementasikan Oleh Dewan Keamanan PBB Pada Perang Sipil Libya 2011

Abstract


This research analyzes the effectiveness on implementation of the responsibilityto protect the Libyan civil war by the UN Security Council. Since February 15,Gaddafi forces have committed systematic and organized crimes againsthumanity to the protesters causing civilian casualties in large numbers. Crimesagainst humanity in Libya shows the inability and unwillingness of thegovernment for implementing the responsibility to protect civilians. Thiscondition shows that Libyan government is not capable of running andbreaking the concept of Responsibility to Protect. The UN Security Council hasthe authority in its capacity to take over the responsibility to protect thecivilian population of Libya. The role of the Security Council is to implementthe concept of Responsibility to Protect on Libyan civilians by statingresolution with number 1970 and 1973.
